It is considered, therefore, that it would not be

advisable to build the superstructure of the wall, until the block-work portion of it has been tested

to 50% in excess of the weight that the base of

the wall will ultimately have to stand.

This leading of the wall can be accomplished by

temporarily stacking blocks on the top of the block-work portion of it, in such a manner that the pressure on the base will be distributed in

the same manner as the ultimate pressure it will

have to stand when the whole work is completed.

The pell-mell backing and the filling behind it

should be deposited before the wall is tested.

The wall could be tested as above described in

sections, as the block-work is completed, and the

teat weights kept on until observations show that

all settlement has ceased.

If this methed of testing is adopted it should

not seriously delay the progress of the work, but it is

evidently an operation that was net contemplated when the

contract was signed, and therefore the contractor could

fairly claim to be paid any extra cost he may be put to in

carrying out this testing.

Yours faithfully,

(Bd.) P. R. Varren.
